Before I present the following offic-
ially to the Foreign Office I should like to ask you to take notice of it and to tell me quite openly whether you think that I snall have any suceese with it or in any case how I should go about the matter.
After the conclusion of the Boxer troubles of the year 1900 the European firms were allowed to present an account or damages sustained therefrom through their respective con- sulates and embassies. These were to be examined and passed by one of their own commissioners appointed by the Crown. The amount which came into question for the German firms wa9 so considerable that the German authorities were convinced that many of the firms could not hold their heads above water without immediate help. The Government therefore resolved in order to prevent an injury to German trade and prospects which could not be made good again to appease the certified demands
of the firms and to transmute them into a direct claim of its
own against the Chinese Government.
The position is just the same today. For example we have large claims against the Chinese Government which we are not able to collect in spite of the ready help which has been given by the Imperial German authorities. On this account we are at last in great difficulties since we shall soon be in a position
no longer to respond to the lawful claims for payment partic-
ularly repayment which our industrial and bank friends are
sending to us. Many others are in the same position as our- selves. Is there any possibility that likewise this time the
German Goverment wili nasten to support German trade in some such way as this-- it will allow the next Boxer payment to be proportionally assigned for to the firms concerned and will
assume responsibility for their claims itself ?
